          Attention is drawn to the references cited, wherein vide references 1st and 2 nd cited, the Finance Department and Ministry of Human Resource department Govt. of India have informed that, the Govt. of India, have modifed procedure for release of funds to States/UTs for the Centrally Sponsored Schemes [CSS) and monitoring utilization of the funds released. The aim of the revised procedure is to ensure efective cash management and improve transparency in public expenditure management.

2 All the Implementing Agencies (IAs) under Samagra Shiskha Sheme, i.es for SPO, 13 DPOs and Sub District Units (SMCs/CRCs/MRCs/KGBVs etc) shall operate their funds through newly opened PFMS - Zero Balance Accounts (ZBA) .

Samagra shiksha Scheme కింద అన్ని ఇంప్లిమెంటింగ్ ఏజెన్సీలు (IAs), అంటే SPO, 13 DPOలు మరియు సబ్ డిస్ట్రిక్ట్ యూనిట్‌లు (SMCలు/CRCలు/MRCలు/KGBVలు మొదలైనవి) కొత్తగా తెరిచిన PFMS - జీరో బ్యాలెన్స్ ఖాతాల (ZBA) ద్వారా తమ నిధులను ఆపరేట్ చేస్తాయి.

3 In the reference 5th read above the Govt. of India, have stated that, all the accounts of IAs (Accounts of SPO,DPOs, SMCs/CRCs/MRCs/KGBVs,etc.,) shall be closed and funds lying un utilized in the existing accounts are retuned immediately to the Single Nodal Account of the Scheme. The Principal Secretary, School Education department have to furnish a certifcate, to the Govt of India, MHRD regarding closure of Accounts & Transfer of funds to SNA Account of Scheme, to this efect by 31st January, 2022. Release of funds to the State Government under Samagra Shiksha after 31.01.2022 shall be subject to furnishing of the certifcate.

ప్రభుత్వం పైన చదివిన 5వ సూచనలో. భారతదేశం యొక్క, అన్ని IAల ఖాతాలు (SPO,DPOలు, SMCలు/CRCలు/MRCలు/KGBVలు మొదలైనవి) మూసివేయబడతాయి మరియు ఇప్పటికే ఉన్న ఖాతాలలో ఉపయోగించబడని నిధులు వెంటనే ఒకే నోడల్‌కు తిరిగి చెల్లించబడతాయి. పథకం యొక్క ఖాతా. పాఠశాల విద్యా శాఖ ప్రిన్సిపల్ సెక్రటరీ, 31 జనవరి, 2022లోపు ఖాతాల మూసివేత & నిధులను SNA ఖాతాకు బదిలీ చేయడం గురించి భారత ప్రభుత్వం, MHRDకి సర్టిఫికేట్‌ను అందించాలి. రాష్ట్ర ప్రభుత్వానికి నిధుల విడుదల సమగ్ర శిక్ష కింద 31.01.2022 తర్వాత సర్టిఫికేట్‌ను అందించాలి.

4 In view of the above, all the Addl.Project Co-ordinators of Samagra Shiksha in the State of A.P are hereby instructed to make eforts for spending of funds lying with the concerned DPOs by 15.01.2022 for the purpose for which they are released, and instructions shall be issued to sub district units to spend the funds lying with them by 15.01.2022. It is pertinent to mention that un utilized funds lying with 13 District Project ofces of S.S and Sub District Units will be brought back to State Nodal Agency Account ( SNA) ( I.es to State Project Office account).

పైన పేర్కొన్న వాటిని దృష్టిలో ఉంచుకుని, 15.01.2022లోపు సంబంధిత DPOల వద్ద ఉన్న నిధులను విడుదల చేసే ఉద్దేశ్యంతో ఖర్చు చేసేందుకు కృషి చేయాలని AP రాష్ట్రంలోని సమగ్ర శిక్షా యొక్క Addl.Project కో-ఆర్డినేటర్‌లందరికీ ఇందుమూలంగా సూచించబడింది. మరియు 15.01.2022 నాటికి తమ వద్ద ఉన్న నిధులను ఖర్చు చేయమని ఉప జిల్లా యూనిట్లకు సూచనలు జారీ చేయబడతాయి. S.S మరియు సబ్ డిస్ట్రిక్ట్ యూనిట్ల యొక్క 13 జిల్లా ప్రాజెక్ట్ కార్యాలయాల వద్ద ఉన్న ఉపయోగించబడని నిధులు రాష్ట్ర నోడల్ ఏజెన్సీ ఖాతా (SNA) (I.es నుండి స్టేట్ ప్రాజెక్ట్ ఆఫీస్ ఖాతా)కి తిరిగి తీసుకురాబడతాయని పేర్కొనడం సముచితం.

Hence, take immediate steps for incurring the expenditure for the released interventions and report compliance.
