The attention of the Commissioner of School Education, is invited to the reference 13t cited, wherein he has requested the Government (i) to issue necessary orders for up-gradation of 292 High Schools into High School Plus, where there is no Government Junior College / KGBVs, and (ii) to sanction the two posts of non-teaching staff on outsourcing basis [i.e., watchman and 1 Jr. Assistant-cum-Data Entry Operator] in each school where there is no sanctioned non-teaching posts in the school.

2. Accordingly, Government, vide G.0.2"d cited, have accorded permission to him for up-gradation of 292 Government High Schools into High School Plus for Girls from the Academic Year 2022-23.

3.In respect of Data Entry Operator and Watchman, he is requested to examine the following four options and re-submit only for the requirement still remaining.

i. Wherever the high school already has a watchman and DEO actually working, he/she can be utilised. Complete the cadre rationalisation exercise and identify all redundant and service outsourcing cadres. The personnel working against these can be redeployed for these two responsibilities.

ii.The CSE may examine the possibility of deploying non-teaching staff from elsewhere within the Department t0 meet this requirement.

iv. The CSE may also undertake an exercise to identify all the non- teaching staff working elsewhere in Zilla Parishad schools, cancel their deputations, and redeploy them to meet this requirement.

4.This memo issues with the concurrence of the Finance Department, their vide U.O.No.1756356/HR.II/FIN01-HROPDPP(RRD)/86/2022, Dated:29.06.2022.
