Establishment of Village Secretariats in all Gram Panchayats
in the State
Hon‘ble Chief Minister on 30.05.2019 has announced that the Government
would establish a system of Village Secretariats for strengthening service delivery
system at grass root level by 2
nd-October,2019. This system is to ensure
corruption free and leak proof implementation of Government programs
/Schemes. An exercise has been done to identify the locations to establish
Village Secretariats.
Further it is also informed that:
1. Field Functionaries who are going to be appointed in village secretariats
are Permanent Government Employees, with two years probation
period during which period, they will be paid stipend only.
2. These functionaries will not only be entrusted with their own
department works but also any other work as decided by the Government.
3. Existing field functionaries of Village level of different line Departments
are to be account for before taking up recruitment of new functionaries.
4. Appointment of field functionaries of Village Secretariats will be done
by District Selection Committee.
5. Functionaries after appointment are to be imparted induction training,
before positioning in the village Secretariats.
6. There shall be a Departmental monitoring mechanism to oversee the
functions of the village Secretariat employees of the department
concerned
