From the Chairman, S.B.T.E.T. & Commissioner of Technical Education, A.P., Vijayawada, letter No. SBTET/Pre-Exam/POLYCET- 2021, dt.23-6-2021.

ORDER:

The Chairman, S.B.T.E.T & Commissioner of Technical Education, A.P., Vijayawada, in the letter read above, has stated that the POLYCET-2021 Committee of S.B.T.E.T. met on 22-06-2021 and has proposed to conduct the Polytechnic Common Entrance Test-2021 (POLYCET-2021) for admission into the Diploma in Engineering and Non￾Engineering courses offered in the Polytechnics and other Technical Institutions in the State for the Academic Year 2021-’22 (for which minimum eligibility is a pass in S.S.C. Examination or its equivalent) on 01-09-2021(Wednesday) from 11.00 AM to 1.00 PM. About one lakh fifty thousand candidates are expected to appear for the POLYCET-2021. The following are the Coordinating Centres:

The Chairman, S.B.T.E.T. & Commissioner of Technical Education, A.P., Vijayawada has, further, stated that the Principal or the senior most Head of Section of nearby Government Polytechnic will act as Coordinator for the private polytechnics acting as coordinating centres. The Principal of the respective private Polytechnic will act as Assistant Coordinator and should extend his full cooperation (Providing man power and infrastructure facilities of the Polytechnic) for smooth conduct of the POLYCET-2021. He has, therefore, requested the Government to issue suitable instructions to the concerned on the following matters, such as maintaining the secrecy of question papers, sparing of 
required accommodation in various Institutionssuch as, Schools, Junior Colleges, Degree Colleges etc., providing Police bundobust, keeping the question papers in the custody of the Police Stations / Treasuries and constitution of Flying squads, etc., for smooth 
conduct of the Polytechnic Common Entrance Test–2021(POLYCET-2021) for the Academic Year, 2021-’22. 

3. Government, after careful examination of the matter, hereby, issue the following general instructions for smooth conduct of the POLYCET–2021 for the Academic Year 2021-’22: 
  1. (1) The printed question paper packets shall be kept under safe custody of the police stations / treasuries jointly with the local police officer not below the rank of Sub-Inspector of Police / Sub Treasury Officers and the concerned Coordinator of the test centre. The question papers shall be taken from the safe custody by the Coordinator only two (2) hours before the actual commencement of the Test.
  2. (2) The Director General of Police, A.P. shall issue necessary instructions to the Commissioner of Police, A.P, Visakhapatnam (Urban) and Vijayawada(Urban), District Superintendents of Police and their sub-ordinate offices, where the Polytechnic Common Entrance Test-2021 will be held for providing permission in the following aspects:
(i) To deposit the sealed Question Paper packets, as received by the Coordinator much in advance of the Examination date, in the 
respective Police Stations / Sub Treasuries, jointly by the Coordinator and Station House Officer / Sub Treasury Officer for safe custody 
under which the coordinating centre falls.
(ii) To handover the Question Papers to the Coordinators on the scheduled date of the Examination, two hours before the commencement of the Examination.
 (iii) To provide necessary Police bundobust at allotted examination centres under each coordinator for peaceful conduct of the Examination.
(iv) To provide armed Police Escort in the identified routes for transportation of the sealed Question Paper packets and Blank Answer Sheet packets to the Examination centres under the jurisdiction of the Coordinating centre. 
 (v) To assist the Coordinators and the Chief Superintendent of the centres for the proper conduct of the Test by posting adequate number of Police Constables at each centre. 
 (vi) To provide armed Police Escort for transportation of the Answered Sheet packets from the examination centres, after completion of the POLYCET-2021, to the designated destination.

(3) The Director of Treasuries and Accounts, Government of A.P. shall issue necessary instructions to the District Treasury officers / Sub Treasury officers of the concerned districts / areas, where the POLYCET-2021 is to be held for providing secured space with police bundobust, where the question paper 
booklets are kept and while taking them to the test centres two hours before 
the commencement of the test. 

(4) The District Collectors under whose administrative control, the centres of 
examination are located shall issue suitable instructions to the concerned 
Revenue Divisional Officers / Tahsildars to monitor the Law and Order, and 
extend their services to the Coordinators and Chief Superintendents of the 
Examination Centres in constitution of Flying Squads and appointment of 
invigilators, for proper conduct of Test. 
 
(5) The Chairman, S.B.T.E.T. & Commissioner of Technical Education, A.P., Vijayawada shall ensure that suitable accommodation is available at the Institutions, such as Polytechnics, Schools, Junior Colleges, Degree Colleges, 
Engineering Colleges, Medical Colleges and University Colleges etc. for conduct of POLYCET-2021. 

(6) The Director of Government Examinations, A.P. shall provide the student data base of SSC Examination March / April–2021 to the Chairman, S.B.T.E.T. & Commissioner of Technical Education, A.P., Vijayawada. 

(7) The following officers shall extend their cooperation for smooth conduct of the 
Polytechnic Common Entrance Test–2021 :
1. Director of School Education, A.P.
2. Commissioner of Collegiate Education, A.P.
3. Commissioner of Intermediate Education / Secretary, B.I.E., A.P.
4. Director of Medical Education / Director of Health, A.P.
5. Registrars and Vice-Chancellors of all the Universities.
6. Director General of Police, A.P.
7. Chairman, A.P.S.C.H.E., A.P.
8. Director of Treasuries and Accounts, A.P.
9. Collectors and District Magistrates.
10. District Educational Officers.
11. R.D.Os. / Tahasildars concerned.
12. Superintendents of Police.
13. Commissioner of Police, Vijayawada (Urban) & Commissioner of Police, Visakhapatnam (Urban).

(8) The Special Flying Squads are to be formed for each coordinating centre with the following officers to deal with the issues related to vigilance, law and order and malpractices, if any:
 (i) Revenue Divisional Officer / Tahasildar or his/her Nominee
 (ii) Inspector of Police or his/her Nominee.
 (iii) Deputy District Educational Officer or his/her Nominee.

(9) The members of the Special Flying Squads are empowered to go round the various examination centres between 11.00 A.M to 1.00 P.M. and move into the halls to supervise the effective conduct of Test and to exercise all the 
powers for the fair conduct of the Test including booking of the cases of malpractice. The member of Flying Squad shall report to the coordinator for Polytechnic Common Entrance Test, 2021(POLYCET-2021) on 01-09-2021 
(Wednesday) at 9.00 A.M. 

(10) The Director of School Education, A.P., Commissioner of Collegiate Education, 
A.P., Commissioner of Intermediate Education, A.P., / Secretary, Board of Intermediate Education, A.P, and the Director General of Police, A.P., Commissioners of Police, Superintendents of Police and Collectors and District Magistrates concerned shall depute the required personnel to form Special 
Invigilation Squads with instructions to assist the officers of the Technical Education Department and other officers deputed, for orderly conduct of the Polytechnic Common Entrance Test, 2021. 

 (11) The Director General of Police, A.P. shall issue instructions to the Commissioners of Police / Superintendents of Police to make necessary arrangements for deputing a suitable person to act as Special Flying Squad 
member and to arrange for posting of Six (6) Police Constables at each Test 
Centre. 

(12) The Departments concerned shall depute the competent authorities as per the request of the Chairman, S.B.T.E.T. & Commissioner of Technical Education, A.P., Vijayawada for verification and clearance of the genuineness of the relevant certificates enclosed by the candidates with their applications for 
admission, seeking seat reservations under different quotas, during the process of counseling / admission.
4. The Chairman, State Board of Technical Education & Training and the 
Commissioner of Technical Education, A.P., Vijayawada shall take further action 
accordingly.
5. This order issues with the concurrence of the competent authority.
